DICT Participates in the Archipelagic Governance for Subsea Cables Forum

The Department of Information and Communications Technology (DICT), through its National ICT Planning, Policy and Standards Bureau (NIPPSB) and National Broadband Program (NBP), participated in the Archipelagic Governance for Subsea Cables Forum as resource speakers in the forum’s panel discussions.
Initiated by The Asia Foundation, the forum convened representatives from government, industry, academe, and development partners to discuss strategies for developing, governing, protecting, and sustaining a secure, reliable, and resilient submarine cable ecosystem in the Philippines.
In Session 1, Director Antonio Edward E. Padre, Project Director of the NBP, emphasized the strategic importance of resilient submarine cable infrastructure to the country’s connectivity, economic development, continuity of public services, and national security. He drew attention to the necessity of redundant routes, protective infrastructure, and coordinated government–private sector efforts to strengthen connectivity across the Philippine archipelago.
In Session 3, Engr. Gemma P. Baysic, OIC-Director III of the NIPPSB, highlighted the role of the Konektadong Pinoy Act (Republic Act No. 12234) and the National Digital Connectivity Plan (NDCP) in advancing digital infrastructure resilience and supporting the protection of submarine cables as critical national infrastructure. Discussions further emphasized the need for strengthened government–industry coordination, streamlined permitting processes, infrastructure protection, effective incident response, and a whole-of-government, whole-of-nation approach to archipelagic connectivity.
Through this forum and similar engagements, the DICT continues to foster collaborative policies, partnerships, and initiatives that strengthen the country’s digital infrastructure and advance a more connected, resilient, secure, and inclusive digital Philippines.
